Camp Outlook is located in Eastern Washington in the heart of the Mid-Columbia Basin in Franklin County. The Camp is 35 miles north of the Tri-Cities, 250 miles east of Seattle and 100 miles southwest of Spokane, Washington. Camp Outlook @ Connell, Basic Training Camp is a four month intensive, structured program based on the U.S. Marine Corps recruit training model, and partnered with some of the newest and most innovative treatment programs used today. The North Franklin School District provides a quality educational program. The Basic Training Camp experience is designed as a two-part program. The 120 days at Camp Outlook teaches the foundation for responsible living. The second part is the transition portion or aftercare, which assists the youth and family in designing a support network and transition plan for return to the community. Although not required, we believe as research has demonstrated, that a transition plan is essential for continued success outside the camp. Camp Outlook has been in operation since April, 1997, contracting with the State of Washington to provide juvenile services to male and female offenders aged 13-19. In that short time, the program has had very positive results with low recidivism rates. Recently Camp Outlook has been integrating high-risk youth, not committed to the State, into the Basic Training Camp program.
