Screening of youth prior to entry

Staff with adolescent treatment background and regimented program experience

Consistency

Cross training for all personnel

Clear lines of communication and authority

Teamwork, top to bottom

Tight supervision

Clearly defined mission and goals

Round-the-clock monitoring of youth

Clear and understood guidelines on sanctions and expulsion criteria

Safeguards against abuse

Trained staff and supervisors

Detailed policies and procedures

Consistent application of sanctions

Balanced mixture of rehabilitative activities and military training

Preparation for transition to community programs

Intensive aftercare in the community

Reinforcement of learned skills

Linkage with community resources and social networks

Evaluation mechanism
